(Warning: Plot Spoilers)
Red Arrow was formerly "Speedy", Green Arrow's sidekick. His Real name is Roy Harper.
In frustration of not being able to join the Justice League and constantly being called a sidekick, He quits being Green Arrow's protege, throws his silly looking hat on the ground (shit just got real), and walks off to become his own hero, Red Arrow.
Later, on a team mission his former friends Robin, Aqualad, and Kid Flash try to convince Him to join the Team. He turns it down, implying that he works alone.
Green Arrow gets a new sidekick/Protege known as Artemis, who joins the Team. Red Arrow soon gets envious and is suspicious that Artemis is a traitor of the Team, and joins the mission, despite him having minimal interest in joining the Team before.
It was revealed later in the first season final that Vandal Savage and The Light had been controlling Red Arrow, making himself the traitor of the Team by leaking out secrets and working against them. Red Arrow had no idea of this because his memory was fogged. This comes as a shock to the viewers, because for a while it seems like he is aware of it. Devastated by the fact he is simply a clone of the original Roy Harper programed to think he is the original, Red Arrow runs out of the Batcave while Vandal Savage stands to reflect on the success of The Light. He catches up with the rest of the Team and tells his story of being a clone created by the biotechnology of Project Cadmus, and Superboy shows sympathy in his eyes he possibly relates to Red Arrow. Red Arrow Helps the Young Justice team defeat The Light at the end of season 1.
In season 2, Red Arrow has grown out his hair and decides to spend his time searching for the original Roy Harper/Speedy. He had not slept for days until his friends found him.

Green Arrow (not pictured), Nightwing (former Robin), Wally West (Former Kid Flash), Black Canary, and the other Roy Harper clone: The Gaurdian, find Red Arrow and talk to him about his obsession with finding the original Roy Harper. Red Arrow asks Wally West (Kid Flash) why he came to talk if he's "taking a break from the superhuman life" and West said "I don't take a break from helping friends." Red Arrow continues to argue and says he's "in the best shape of his life." Black Canary used simple martial arts and almost threw Red Arrow off the building. Proving her point, Black Canary said "I was holding back, a lot."
Later on when Roy Harper (the clone) gets home, Cheshire (who's father works for The Light) informs Roy that him and her have a daughter. Cheshire needs him to raise the daughter and she knows the only way for him to become a good parent is for the clone Roy Harper to meet the original Roy Harper.
He agrees to go, they fight their way past Project Cadmus and they finally get to the genomorphs. There, Red Arrow discovers the original Roy Harper with an arm missing (so Cadmus would have an endless supply of his DNA).
The original Roy Harper wakes up in the hospital not realizing he's been frozen for eight years. Green Arrow and Red Arrow are right next to him as he questions why there is a person that looks just like him but older. Red Arrow explains the entire story of Lex Luthor kidnapping him and Cadmus cloning him. In shock, the original Roy Harper is calm towards the clone and said "Seeing as though the clone didn't want to be cloned I can't blame him." He turned towards his former mentor Green Arrow and said "But I can blame you!!"
